2004 Special Project Awards
City of Winnipeg
City of Palo Alto

Medium-size Shop:
City of Winnipeg, Integrated Risk Management Model.

The model used an innovative and comprehensive approach for assessing and communicating risk factors inherent in their organization. Through extensive research of various entities, input from City of Winnipeg management and evaluation of their own organizational structure and processes, the City of Winnipeg tailored a unique model that allowed the Audit Department to evaluate risk factors and promote best practices and better internal controls through means outside the traditional audit report framework.

Small-size Shop:
City of Palo Alto, Review of Environmental Services Center Proposal.

The judges commented that they felt that the project was a unique approach to a complex issue. The use of models and data analysis to calculate future costs along with the ability to make modifications to the proposal was a substantive effort that has a significant impact on policy decisions and a successful outcome.
