McGowan appointed City of Orlando Audit Director

     The City of Orlando, Florida recently announced the appointment of George McGowan as Director of Audit Services.  McGowan recently served as Director of Accounting and Operations for the University of Central Florida Alumni Association and had previously served for ten years in several audit positions for the City of Orlando.

     McGowan is a Certified Public Accountant in Florida, received a BS in Business Administration from the University of Central Florida and a Masters of Public Administration from Troy University in Alabama.  He previously served on ALGA's Board of Directors and as President, Past-President, and Treasurer during the past ten years.

King County Auditor's Office welcomes Three New Auditors

     The King County Auditor's Office recently hired three new auditors. 

  • Ben Thompson has a Master's in Public Policy and comes from Government Accountability Office (GAO). While there, Thompson worked on projects such as supply chain management, tactical aircraft requirements, personnel and training, and base realignment and closure. He also served in the Peace Corps in Uzbekistan.
  • Laina Poon has a Master's in Public Administration and is a certified Project Management Professional. She has worked as a performance auditor at GAO and worked on projects in the Natural Resources group. Poon served in the Peace Corps in Malawi.
  • Justin Anderson has a law degree and has been a project manager and data analyst for King County's facility management division. Prior to this, he worked as an attorney, both for a private firm practicing construction law and for the King County Prosecutor's Office.

Seattle welcomes Drake to the Office of the City Auditor

     The Office of the City Auditor in Seattle, Washington welcomes their new Quantitative Analysis Specialist, Cindy Drake.  Ms. Drake previously worked with the King County Auditor's Office and the Colorado Office of the State Auditor.

Austin's Office of the City Auditor welcomes New Hires and Promotions

     This fall, the Office of the City Auditor in Austin has undergone several positive staff changes.  Several internal candidates were promoted: these included Robert Elizondo as the new Acting Quality Assurance Coordinator, Olga Ovcharenko as an Auditor III, Kathie Harrison and Naomi Marmell as Auditor IIs, and Margot Wilson as an Audit Investigator II.  Several external candidates were hired as well, including:

  • Walt Persons, Assistant City Auditor, previously an audit manager at the Texas Department of Assistance and Rehabilitative Services;
  • Karl Stephenson, Auditor II, previously an auditor for University of Texas System;
  • Clayton Hoskinson, Audit Investigator II, previously an auditor for the Oklahoma Tax Commission; and
  • Mathew Cornwall, Auditor I, previously an accountant with the City of St. Louis.

Certifications

Kymber Waltmunson, Principal Management Auditor for the King County, Washington Auditor's Office and Lori Stripling, the Internal Audit Officer for the Pinal County, Arizona Internal Auditor Office obtained their CIA certifications.

Vickie Classen, Senior Auditor in Colorado Springs, earned her CPA, CIA, and CGAP. Travis Stephens, from Colorado Springs earned his CFE.

Rowland promoted to Assistant City Auditor for the City of Colorado Springs

After serving the past year as Interim Assistant City Auditor, Jacqueline Rowland was recently promoted to Assistant City Auditor for the City of Colorado Springs. In addition, Jacqueline, who is a CPA, obtained her CFE certification in June 2011. Jacqueline joined the Colorado Springs Office of the City Auditor in April of 2006. She came to the office having worked nine years at FedEx in Internal Audit and two years in Public Accounting.

Funkhouser appointed as Director of the Governing Institute

Dr. Mark Funkhouser, former Kansas City, Missouri Mayor and City Auditor, was appointed on July 7, 2011. The Governing Institute is a new initiative focused on state and local government performance, innovation, leadership and citizen engagement. Funkhouser served as Mayor from 2007 to 2011. Prior to being elected Mayor, Funkhouser was City Auditor of Kansas City for eighteen years.

Funkhouser received his BA from Thiel College, a Masters in Social Work from West Virginia University, a Masters in Business Administration from Tennessee State University and a Ph.D. in Public Administration and Sociology from the University of Missouri in Kansas City.

Luna selected for Harvard University's Senior Executives in State and Local Government Program

For three weeks in July 2011, Eduardo Luna, San Diego City Auditor attended the Senior Executives in State and Local Government Program at Harvard University's Kennedy School of Government. The intensive program was designed to bring together senior executives in state and local governments to help meet the changing needs in their communities. The program coursework utilized the case study method to promote learning and provoke insight into a wide array of government and leadership issues.

A goal of the program was to provide government officials with the knowledge and skills to develop creative solutions under tight constraints and increased public scrutiny. Eduardo was one of 70 participants from throughout the United States, Denmark, Ireland, Australia, and New Zealand. Eduardo was very thankful for the once in the lifetime opportunity to attend the program and develop a network of 69 great professionals. He is looking forward to apply his new skills in exercising leadership in improving San Diego government and the local government audit profession.
